Best practice for working on draft specifications
When working on a draft specification that contains a machine-readable schema, we would obviously like to be able to use the Forge to exchange ideas and establish consensus even before it under formal ETSI change control.
People can always create their own private repositories, and then invite others to join. But is that what we want people to do?

Would we like to allow this kind of activity in a public project? If so, what would the process be for establishing the project space on the Forge? This would be my preferred option.

Would we prefer that the drafting uses the same project as final specification such that people can see the pre-publication revision history?
Do we think ETSI has an opinion, or is it up to each group / specification to decide?
