Descriptionin GEOUNICAST packet handling/Source operations/step7-b it is defined to execute media-dependent procedures. However, the meid dependent procedures are defiend in a spec which is referenced in teh section 'Informative references'. The reference should be moved to the normative section.

Hmmm. There is one standard for media-independent GeoNetworking and there might be multiple standards for media-dependent GeoNetworking for the individual media (AKA access technologies). So, it is intended to have the media-dependent standards informative because it allows to implement GeoNetworking for a single access technology only. Making media-dependent standards normative would require to implement all of them.

One option could be to make the standard for media-dependent GeoNetworking for ITS-G5A as normative and the others (e.g. infrared, in case these standards will exists one day) as informative. The argumentation would be that every car has to be equipped with ITS G5A and the other media/access technologies are "optional"/"nice to have".

Any comment?

If we make the reference normative, then in media-dependent standard we can state something like "at least one of the defined access technologies shall be implemented" (this assumes that each access technology is defined in a sub section of the document)
