Adding metadata file for yangcatalog

This Pull Request (PR) is being used to track commits to support adding of information about ETSI YANG models in yangcatalog.org. That site is used to populate information about all YANG models published in the industry, whether they are from a vendor, a Standards Development Organization (SDO), from a provider or an individual.
