updated api-versions endpoint openapi: put common structure of path and referenced in other openapis

Updated API version resource, and Version HTTP Header - SOL002 #1,5,6,17,19,20,21,22,43,45,53,55,58,61,66,68

SOL002_32: VnfInfoModificationsRequest and VnfcInfoModifications added to SOL002SOL003VNFLifecycleManagement_def.yaml, ref updated in VNFLifecycleManagement.yaml

This pr is the correction of bug 85.

The 202 response of the POST methods in the following resources:
- /vnf_instances/{vnfInstanceId}/scale
- /vnf_instances/{vnfInstanceId}/scale_to_level
- /vnf_instances/{vnfInstanceId}/change_flavour
- /vnf_instances/{vnfInstanceId}/terminate
- /vnf_instances/{vnfInstanceId}/heal
- /vnf_instances/{vnfInstanceId}/operate
- /vnf_instances/{vnfInstanceId}/change_ext_conn

contained a VNF instance object in their body what
is not needed.

Also the alarmId parameter added to the POST of /alarms/{alarmId}/escalate

                    consistent with the base GS.
  - Fix of Bug 60 - SOL003 OpenAPIs Should Not Be Marked As "Draft"

LCM was edited according to SOL002 sect. C.2.2 apart for the splitting
between EM and VNF available operations which remains to be done.
