Had to remove requestType from SMFPDUSessionModification because decoding was failing.

Also had to add an ellipsis to SMFPDUSessionModification and RATType because asn1tools seems to ignore the "EXTENSIBILITY IMPLIED" declaration which breaks upwards compatibility (https://github.com/vlm/asn1c has similar issues)
