Add messages and details for X1 configuration signaling used to set values for configurable X1 parameters (e.g., timer values).

ETSI TC 103 221-1 – contains a set of configurations for different operations and parameters, however, the standard does not define how the configurations are actually set. This paper examines possible protocol methods for signalling the setting of these parameters, especially from the ADMF to the NE.
