TS 103 120 CR037 - Additional DeliveryAddress Value

As discussed in LI(22)P61043, this CR adds a "PreconfiguredDeliveryAddressID" option to the DeliveryAddress structure of LITaskObject, in order to facilitate out-of-band procedures for onboarding and managing LEMF delivery endpoints.
