Draft: Add LocationContext to Location

Add LocationContex type and support types.

Add LI-PS-PDU.Location.locationContext. If locationContext[6] is provided, all other provided fields in this instance of Location shall refer to the same location event. Otherwise, the absence of locationContext[6] means that there is no guarantee that this instance of Location is for a single location event, for backwards compatibility with older implementations.

Add LI-PS-PDU.Locations SEQUENCE of Location.

Update location support in various TS 102 232 SSDs:

  • Add MessagingIRI.locations (to -2)
  • Add IPIRIContents.additionalLocations (to -3)
  • Add IPMMIRI.additionalLocations (to -5)

Note: This is a work in progressm experiment between @mewburnlu and @grahamj. For the real CRs, the changes to -2, -3, and -5 would be in their own branches.
