Draft: Move common parameters in TS 102 232-1 into TS 103 280

Create Common-Locations module in TS 103 280.

Move common parameters from LI-PS-PDU to TS 103 280, renaming in the destination (to workaround a pycrate 0.8.1 validation issue if it's the same name), and provide compatibility names in LI-PS-PDU from the previous name in LI-PS-PDU to the new name in TS 103 280:

  • Move Location to Common-Locations.CommonLocation
  • Move WlanLocationAttributes to Common-Locations.WlanLocation
  • Move CPEProvidedLocationAttributes to Common-Locations.CPEProvidedLocation
  • Move IPAddress to Common-Parameters.TS671IPAddress
  • Move IP-value to Common-Parameters.TS671IPValue

The moved definitions should be functionally and on-wire identical to the previous types in LI-PS-PDU.

NOTE: This is an experiment and doesn't validate in the forge CI asn1test pipelines using the older pycrate < 0.8.1. This will be addressed in the near future. It is quite possible we won't proceed with this experiment.
