TS 104 144 CR015 – Add support for underlying conditions

The TS 104 144 specification does not currently allow to convey the “underlying conditions” from e-Evidence regulation form 1 (Production) section G and form 2 (Preservation) section E.

This change adds Authorization flags and defines the NationalAuthorisationParameters in order to capture the underlying conditions listed in the regulation forms.
