TS 103 280 CR 039 - Structure for carrying multiple locations

Currently, none of the downstream specifications contain an intuitive way to send multiple locations that are in the same format. There is also not an explicit way to indicate the provenance of a location, including whether the location information was generated by the network or provided by the device.
