TR 104 196 - Initial draft for publication

This branch contains the version of TR 104 196 agreed at TC LI#71. This should have been including in the meeting/71 branch, but was delayed to give longer to work on the CI/CD pipeline. Since this means it missed the merge of meeting/71 into main, this branch is being merged into meeting/72 instead (a meeting cycle later than it was actually agreed).
