TS 102 232-4 CR 017 Interception without network sessions, and session expiry

An LI scenario may involve mediation without a network session. National requirements may either require an IRI-Begin and IRI-Report to "bracket" the session where the available AccessEventType values to indicate this scenario are insufficient, or CC-only without IRI and optionally without a CIN.

Certain fault conditions in the interception process may require the MF to terminate an interception session without an explicit network session event from the NAS, in order to prevent the interception sessions consuming MF resources indefinitely. These fault conditions may include the non-receipt of a specific multiple of expected regular network session events from the NAS. Note that this is separate to an EndReason of connectionTimeout, which may have a direct mapping to a specific network event's service-specific parameter.

This CR extends the AccessEventType enumerations to allow for explicit indication of both situations, and alternatively permits CC without IRI where a network session context is not available.
