TS 103 221-1 CR 066 - Updated Format Descriptions for ETSI Target Identifiers

Currently, the format descriptions for most Target Identifiers described in Table 5 (TargetIdentifier Formats) refer to TS 103 280. The only exceptions are H323-URI, IMPU and IMPI, where the format-column refers to the XML-schema-definition of TS 103 221-1. This CR proposes to modify the format descriptions of H323-URI, IMPU and IMPI to also refer to TS 103 280.

The CI/CD pipeline of this MR fails because the source branch meeting/LI68 does not contain the new parameters H323IRI, IMPU and IMPI, which are introduced with CR/103280/0033.
