TS 104 000 CR001 - Modify the NotificationRequest

This CR addresses the ELI reconfiguration issue discussed in the LI-Rap#66 meeting (ref. LI(24)R66015). It is likely that during a long operation time originally configured data and certificates related parameters must be changed. The X0 specification supports reconfiguration but does not specify in the notidicationRequest message which configured data have changed. Providing indications of which configured data are changes, the ELI may pull the indicated changed configuration data either sending the ConfigurationRequest or/and XnCertificateEnrolmentRequest avoiding unnecessary checks and processing. Moreover, it is to be specified that if the XnCertificateEnrolmentRequest is sent but the ELI has not retrieved its configuration information for the first time the ELI request has to be rejected with an error.
