Draft: TS 102 657 CR 149 - Correction of the ASN.1 and XML definitions of DigitalTokenIdentifier

There is a problem in the ASN.1 and XML definitions of DigitalTokenIdentifier.

All fields of the DigitalTokenIdentifier are defined as optional in TS 102 657, Table K.4A. Unfortunately, most of these elements are currently mandatory in the ASN.1 and XML definitions.

This CR porposes to correct the ASN.1-schema as well as the XSD.
