ETSI TS 103 221-1 – defines how the Lawful Interception Identifier (LIID) is provisioned at the MDF by the ADMF to enable the MDF to identify the LEA to whom a specific interception product should be sent. Initially, the assumption was that the LEA provided LIID (over HI1) is sent the MDF or a CSP assigned LIID is sent to the MDF for this purpose. Whichever one is sent to the MDF is the one that is also sent to the LEMF over HI2/3. From an LEA perspective, there is a common need to have the CSP always include the LEA provided LIID (over HI1) in the HI2/HI3. If the LEA provided LIID is unique within a country, then the CSP can use the LEA provided LIID in provisioning the MDF and delivering the same over HI2/3. However, for countries that cannot guarantee the uniqueness of the LEA provided LIID, the CSP assigns their own internal identifier and provisions this at the MDF and delivers the same to the LEA. This last approach does not meet LEA needs, which is, the LEA provided LIID over HI1 should equal the LIID sent over HI2/3. To address this problem, this paper proposes including an additional interception identifier in the X1 interface to the MDF.
