102657: add ... to GA-PointWithUnCertainty

Be consistent with every other SEQUENCE/CHOICE
and add back "..." to GA-PointWithUnCertainty
that was removed in commit 2202fc91.

(Even though 33.108 doesn't have this type as extensible,
we might as well be consistent in RDMessage and have
all complex types extensible)
