Hey Biagio. I think this is failing because the XSD testing suite doesn't know to look in the 103 221-1 XSD files for this namespace. You need to add the correct path to the supportingSchemas section of the relevant part of the xsd_compile_targets.json file in the testing directory. I can do this for you if you like.
