Add Start/Stop message support

It is not finished yet:
=> Filters need to be implemented (actual behaviour is to enqueue on all ports)
=> SipDissector (including SIP reassembly) not implemented
see Dispatcher/README.txt for details

LowerTestAdapter.cpp has to be modified to connect to the new Dispatcher.
PacketFilter is deprecated (it is kept in case any usefull part could be extracted)
