Fix wrong order of octetstring

NAS_CommonTypeDefs.ttcn: Fix wrong order of octetstring in Security Mode Complete ReplayedNASMessageContainer

With that attribute, the octetstring showing up in ttcn3 is in reverse order from that sent/received over the wire.
