Initialize repo with content from CIM019

The content is taken from the latest published version of CIM019 (2025/08, V1.2.1).

Few adjustments were needed:

  • Adopt TS template
  • Get rid of "ISG CIM" references in the text
  • Fix broken examples due to inconsistent styling in the original document
  • Prettify the text
