Fixes for MSDOS etc.

djgpp do have 'mkdir(dir, mode)'. Other DOS-compilers does not 
But djgpp seems the only choice for MSDOS anyway.

PellesC do have a 'F_OK' defined in it's <unistd.h>.

Update year in Copyright.
