bucket reads whilst data remains available; flush when a read returns
EAGAIN.  Fixes streaming nph- CGI scripts over SSL.

Move SSLRandomSeed out of the <IfDefine SSL> container to support
starting without SSL on platforms with no /dev/random equivalent
but a statically compiled-in mod_ssl.
