Run the installer DLL before the "Setup Complete" dialog box rather than
just befoer IS exits. The Setup Complete dialog is the one that prompts
for a reboot, if necessary, so this should get make the installer run
before the reboot. See PR 3988.

Update the Apache start menu icons: add icon to shutdown Apache console
app (-k) and to uninstall Apache service (-u). Rename Start Apache to
Start Apache as console app, and add the -s option to avoid use of
the service manager.

permissions changed which would cause the following grep for mos_so to
fail which then resulted in a misleading error message being printed.
We might also want to check for people who do ./configure --prefix=.
and disallow it or replace it with the absolute path to the current dir
since a $CFG_SBINDIR for ./bin in apxs doesn't make any sense.

	Add licence, change argumbnt handling to alway recognise '-' as
	a flag prefix, make a little easier to expand to other algorithms
	in the future, and change file handling.  Previously a misspelt
	passphrase could destroy existing security data (i.e., '-c'
	would leave an empty file rather than whatever had been there
	before).  Also distinguish between failure causes in the
	exit status.

SPARCs have a small machine-specific maximum size for the Global Offset Table
which is often exceeded when compiling one of the larger third-party modules
with Apache.
