verbose-errors-to change.  Also move status_lines[] to constant storage
(better mem behaviour for kernels that do the right thing)... and let
the const be propagated through r->status_line (anything which didn't
treat that as a const before was broken -- now it'll be a compile
warning).

	Remove the ReferIgnore directive from mod_log_config (Dean's veto).
	Get rid of the array for the 'env=' clause, since it only takes
	a single variable name; use a char * instead.  Check for conditional
	envars by seeing if the condition string is non-NULL rather than
	using a separate Boolean cell.

	D'oh!  "(!fmt)" accidentally turned into "(fmt != NULL)",
	inverting the logic and causing a NULL pointer to be passed
	where it wasn't permitted.

	Add conditional logging based upon environment variable existence.
	Also add RefererIgnore functionality from mod_log_referer to
	mod_log_config; mod_log_referer and mod_log_agent are now
	deprecated.  The list of envariables to check is set up as
	an array even though the current implementation (TAKE23)
	only handles one; just in case we ever want to do something
	strange like, 'env=foo,bar,!bag'.

currently. The general exposure mechanism can be triggered by any
module by setting the "verbose-error-to" note to "*"; this allows
more than just proxy errors to be exposed.

menu option to run the INSTALL.DLL function is now Configure|Configure.
This prompts for the installed Apache directory, and defaults to
the current working directory (so use can pop test.exe into their
installed-but-broken directory and run it).
