Follow up to r1829659, ap_[f]getline() EBCDIC awareness.

Rename ap_fgetline_impl() to ap_fgetline_core(), and do missing EBCDIC
translation in ap_fgetline().

Also restore EBCDIC translation for ap_getline(), as noted by Ruediger this
was changed (unexpectedly) in r1829659.
