Merge r1570288 from trunk:

  *) mod_rewrite: Add RewriteOptions InheritDown, InheritDownBefore,
     and IgnoreInherit to allow RewriteRules to be pushed from parent scopes
     to child scopes without explicitly configuring each child scope.
     PR56153.
