Remove <Proxy ~ wildcard-url> syntax which:

   - is equivalent to <ProxyMatch wildcard-url>
   - has never been documented
   - incorrectly checks parameters (!cmd->path should be !cmd->path[0])
   - is buggy (! is missing in front of strncasecmp)
