Catch an edge case, where strange subsequent RewriteRules

could lead to a 400 (Bad Request) response. Example:

<Directory /path>
    RewriteEngine on
    RewriteBase /
    RewriteRule foo /bar
    RewriteRule bar baz
</Directory>
