Add the proxy_balancer and proxy_ajp to the build.

One strange thing is that my dev studio changed the quoted
links to .dsp files from:
Project: "Apache"=".\Apache.dsp" - Package Owner=<4>
to:
Project: "Apache"=.\Apache.dsp - Package Owner=<4>
Not sure if they are originally modified by hand.
