fix: accept arbitrary RFC 3339 fractional-second precision in parse_ngsild_date

The fractional part was capped at 6 digits (microseconds); RFC 3339 allows any precision and some brokers emit nanoseconds (9 digits). Accept any number of fractional digits, truncating to microseconds for Python's parser.
