TS 102 232-3 CR042: Fully qualify ASN.1 imports

Fully qualify type names by prefixing with the module name
that they're imported from.

Clarify RELATIVE-OID comment.

Remove trailing spaces and tabs.
Consistently use a 4 character tab instead of spaces.
Remove blank line at EOF
