Clean up, adding and changing @desc and @param
assigning hex and octets in dPMR_Values.ttcn

New file dPMR_ExtFunctions.ttcn added.

A lot of templates !!!  <--- is this neccessary??
Functions in dPMR_Functions are surely wrong and should be revisited

Changed Types to use Oct strings for ColourCodes
Started change of TestExecution

the TestCases module, as requested in Mantis issue 0002203.

For the first 3 the prefix "Lib" is removed from the last one "templates"
is changed to "Templates".
