Update TS29549_SS_LocationReporting.yaml with pCRs agreed in CT3#110e
meeting 1. Implement the pCRs C3-203414, C3-203416, C3-203634 2.
Rapporteur update - As TS is being sent for approval, API version is
updated to 1.0.0 (removing a draft version number) and external Docs
version to 1.3.0
