Summary

0005580: Statement or value missing for subheader types and encoding for undefined entries in table 6

Description

In table 6 "GeoNetwork header types and sub-types" some header types do not define encodings of subheader types.
An assumption could be that the value of the subheader type is a don not care value, however in the specifiaction this should be clarified.
E.g statement like "if not other stated in the table the subheader type should have the value 0 and have to handled as a don~t care value"...
