0005128: Discussion: Empty lines between import declarations

Description

It has recently been brought to attention that the code formatting feature adds empty lines between import declarations. As a general rule, empty lines are added between all declarations on the module level. There has been no official requirement on the formatting of imported declarations.

Should imported declarations be an exception to this rule?
