DescriptionIn v3.1.1 an unneccessary limitation about the use of uninitialized values has been put into part 1, clause 11.1, Restrictions

"d) Use of uninitialized or not completely initialized value variables at other places than the left hand side of assignments or as actual parameters passed to out formal parameters shall cause an error."

This should be leveraged to

 we can agree to leverage for inout parameters only: "d) Use of uninitialized or not completely initialized value variables at other places than the left hand side of assignments or as actual parameters passed to inout or out formal parameters shall cause an error."
