[Description]: In R18 TEI, RAN2 introduced cellIndividualOffset in reportConfig, however this was implemented only to events defined in R17 and earlier release, not in R18 new events.

[Proposed Change]: In the description of EventA3H1 EVent A5H2:

Add "or cellIndividualOffset as defined within reportConfigNR" in the descriptoin of Ocn.
