[GENERIC] Content-Type when errors occur should be application/problem+json

As per 4.3.5.2 General mechanism when an error occurs the Content-Type shall be set to "application/problem+json"

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
