Spec is not specifying what to expect. When an endpoint does not exist, what should the server return. Test plan seems to expect 400, but implementation is 404. Need a discussion to discuss if 400 or 404 should be selected for an endpoint that cannot be resolved. But I think this is a test case error because url is wrong and cannot be resolved (ex: exampleAPI/rni/v2/queries/rab_info)
