asn_process: remove LI-PS-PDU from duplicate workaround 

Pycrate 0.8.1 doesn't need the workaround, and the workaround
doesn't work for this branch.

Note: This will fail the pipeline until the asn1test is upgraded.
This branch is a WIP and the testing works locally with pycrate 0.8.1.
