[Description]: When the UE is within an altitude range indicated by altitudeRange, it ignores the ssb-ToMeasure (without suffix), and applies the corresponding ssb-ToMeasure-r18 if present, otherwise, if ssb-ToMeasure-r18 is absent, UE measures on all SS-blocks.

[Proposed Change]: Add "if ssb-ToMeasure-r18 is absent" after "otherwise".
