Related to httpd-doc bug 53530; uniform use of quotation marks.

Put quotation marks around most arbitrary-text or filesystem
strings for directives:
 * {Alias,Redirect,Proxy*}{,Match}
 * <{Directory,Files,Location}{,Match}>
