* build/rules.mk.in: Factor out BASE_CC and BASE_CXX from COMPILE.
Substitute PICFLAGS into COMPILE and CXX_COMPILE, but not into
{SH,LT}{,_CXX}_COMPILE.  Substitute PILDFLAGS into LINK but not
{SH,MOD}_LINK.
