Mock server: match a DELETE stub's query parameters after decoding them

A DELETE stub with a query (D017 since !311 (merged)) never matched a broker that percent-encodes the id - the suite's own client sends it that way. Compares path and decoded parameters, in any order. Tests: D017_01_inc, D017_01_exc, D017_01_red.
