ITSRangingSAMData.asn 2.1.1 does not match the ASN.1 specification in EN 302 890-2 V2.1.1

The ITSRangingSAMAppData structure is defined differently between https://forge.etsi.org/rep/ITS/asn1/poti_en302890_2/-/blob/v2.1.1/ITSRangingSAMData.asn and https://www.etsi.org/deliver/etsi_en/302800_302899/30289002/02.01.01_60/en_30289002v020101p.pdf. Both are described as version 2.1.1 and both have the same OID reference of "itu-t (0) identified-organization (4) etsi (0) itsDomain (5) wg1 (1) en (302890) poti (2) version (1)"

But there are differences in the groundAltitude and ackResponseService sequencing and the OPTIONAL tag.
