When a bug is reported, it is automatically assigned a status of "CONFIRMED". This assignment seems incorrect. I suggest that a bug is not confirmed until the SOL00x project lead or delegate actually verifies that the bug exists.

I suggest that a new status category called "REPORTED" is created within Bugzilla and all new bugs be assigned "REPORTED" status. Once the SOL00x project lead or delegate verifies that the bug is correct, then he or she can change the status to "CONFIRMED".
