0007715: DE_VehicleRole including level of automation

Description

Add the level of automation to the data element DE_VehicleRole as defined by the SAE (https://www.sae.org/misc/pdfs/automated_driving.pdf [^])

Rational:
The level of automation is used by road operator to know the penetration amount of vehicles driving a specific level of automation (1-5). Road operator may trigger traffic flow optimization based on the knowledge of penetration of level of automation. E.g. dynamic lane assignements, lane merge assistance (advices to enlarge the gap distance, merge control), road bottlenecks and roadworks assistance, etc.
