0007192: Add support for explicit formal TO parameters

Description

Even though data instances are symbolic, they are all global. In some use cases it makes sense to have local symbolic data specifications which serve as placeholders for other more concrete data specifications. Introduce parameter concept for TO parameters to support such use cases. This will also require TO references to provide parameter bindings for the TO parameters. In addition TO instantiations with different parameters may need to be specified also as packageable elements or within a new dedicated construct.
